Spanish Regulator Relaxes NGA Ruling

CMT, the Spanish regulator, has relaxed an earlier ruling requiring incumbent operator Telefonica to provide a wholesale FTTH bitstream product.

Instead it has decided that Telefonica’s primary obligation under NG A regulation , the provision of a wholesale duct access product, will be sufficient to support a high level of infrastructural competition.

The cost of building a civil infrastructure – the trenches, ducts and chambers required to install and cross connect fibre – typically accounts for around 70% of the total capital cost of an FTTH network build-out. The wholesale duct access product is anticipated to relieve Telefonica’s competitors of much of this burden, so fostering alternative NGA access networks.
