|OPTA Offered Guidance in KPN Ruling by European Commission|
The European Commission has written to Dutch telecoms regulator OPTA regarding its plans to intervene over incumbent operator KPN’s pricing models for ‘FTTO’ (‘Fibre to the Office’) networks.
OPTA’s intention has been to regulate FTTO in the same way it has regulated access to KPN’s traditional copper network. However, the approach differs from the regulatory model employed in respect of FTTH deployments.
In response, the EC has cautioned that whatever OPTA’s approach, it must be in line with the ‘legal instrument’ (i.e. a Recommendation) it is currently working towards, which will provide guidance to all Europe’s telecoms regulators on how to regulate next generation fibre networks.
